Ranking Rules in Soccer: A Comparison of FIFA and UEFA Modes

Ranking according to FIFA rules

FIFA uses the following criteria, in descending order, to determine the seeding for the group stage:
- Number of points – The team with the most points ranks higher.
- Goal difference – If teams are tied on points, goal difference (goals scored minus goals conceded) is the deciding factor.
- Number of goals scored – If the goal difference is also identical, the total number of goals scored will be used to determine the ranking.
- Head-to-head results between teams tied on points – Points – If multiple teams are tied, the results of their head-to-head matches will determine the ranking.
- Head-to-head results between teams tied on points – goal difference – If the points are also tied, the goal difference from head-to-head matches is used.
- Head-to-head results between teams tied on points – number of goals scored – If the teams are still tied, the number of goals scored in head-to-head matches will be considered.
This ranking system first prioritizes overall performance across all games before considering head-to-head comparisons.
Ranking according to the UEFA system
Points > Head-to-head record > Goal difference > Number of goals
UEFA, on the other hand, uses a slightly different methodology:
- Number of points – Here, too, the total number of points is the primary criterion.
- Number of points from head-to-head matches between teams tied on points – The head-to-head record is the second criterion used.
- Goal difference from head-to-head matches between teams tied on points – If the points from head-to-head matches are tied, the goal difference from those matches will be used to determine the ranking.
- Number of goals scored in head-to-head matches between the tied teams – If the teams are still tied, the number of goals scored in those matches will be considered.
- Goal difference – Only now is the overall goal difference across all games taken into account.
- Number of goals scored in all group matches – If necessary, the number of goals scored will also be considered as the final criterion here.
Different Priorities: FIFA vs. UEFA
The key difference between the two systems lies in the emphasis placed on direct comparison. While the FIFA first considers the overall goal difference before considering head-to-head matches, the UEFA focuses on head-to-head results first. This can lead to significant differences in the standings, particularly in tournaments with many teams tied on points.
A Detailed Explanation of the Direct Comparison
Determining which teams are better in a head-to-head comparison can be confusing when exactly three teams are tied for the same position.
Take the following preliminary round as an example:

Ranking according to FIFA rules:
In FIFA mode, if teams are tied on points, goal difference is used to determine the standings. Based on this, Team C would be in 1st place, Team B in 2nd place, and Team A in 3rd place.
Ranking according to the UEFA system:
In UEFA mode, the situation is different. Teams A, B, and C have exactly the same number of points. In UEFA mode, head-to-head results are used as the second tiebreaker. However, this is not immediately clear, since three teams are tied for the same position and each has beaten the other two.
NOTE: We are not simply using the goal difference right now!
Solution: To do this, a separate "standings table" must now be created, calculated solely based on the matches between these three teams.

The standings show that Team A and Team C are ahead of Team C based on goal difference. Team C is therefore in third place.
However, the head-to-head record between Team A and Team C is exactly the same! This means that goal difference is used next. To determine this, we look away from the standings and check the original table further up. There, we see that Team A has a slightly worse goal difference (4–3) than Team C (5–3).
The final standings are therefore as follows:
